"summary": "Scalus: Cardano’s Application Platform for Building, Launching, and Scaling",
"rationale": "Rationale\nScalus is one of the most professionally maintained and technically sound projects in the Cardano ecosystem. Three years of continuous delivery, real integrations (MeshJS, CCL, Evolution SDK), a verified repo with thousands of commits, and a team with genuine compiler and infrastructure expertise — this is serious work by serious builders, and it deserves recognition.\nI vote NO not on the quality of the work, but on the timing and scope of this ask.\nTwo of the four milestones (M2 and M3) depend on Hydrozoa/Gummiworm and Blaster, which are still in development. Funding ₳8.5M to build integrations with projects that are not yet production-ready introduces dependency risk that the treasury should not absorb at this stage. The full application platform thesis — smart contracts, runtime, L1 node, and L2 scaling in one stack — is compelling, but half of that stack relies on components the proposer does not control.\nThe JVM enterprise adoption thesis, while strategically sound in the long term, has not yet been validated by concrete demand. No enterprise pilot on Cardano has been driven by JVM availability. Funding a full platform build ahead of demonstrated demand risks investing in infrastructure that waits for users rather than serving them.\nI would support a more focused proposal — smart contract development and L1 node capabilities (Pillars 1 and 3) — at a proportionate budget, with L2 integration and the full runtime funded in a subsequent proposal once Hydrozoa reaches production readiness and enterprise interest materializes.\nThis is not a rejection of Scalus or Lantr. It is a request for phased funding that matches treasury investment to demonstrated readiness.",
