"rationale": "Rationale\nResearch is the foundation everything else in Cardano is built on. Post-quantum security, Leios, sharding, ZK — this is what differentiates Cardano from other chains and what ensures its long-term relevance. Without this R&D pipeline, the protocol stagnates. I vote in favor because I understand and value the importance of this work.\nI am particularly glad to see that the consortium includes the University of Buenos Aires and Eryx as partners. The presence of Latin American institutions and teams in frontier research is not just good science — it is concrete local capacity building and social mobility. Having researchers from the region participate in designing the future of Cardano strengthens the ecosystem from its base. It would be valuable for IO to consider extending these partnerships to other universities in the region in future cycles, broadening both impact and knowledge distribution.\nThat said, I have three observations I hope will be considered:\nTransparency in fund distribution. The proposal breaks down the budget by function (IOR vs ARC) and by work package, but does not show how much each of the 9 consortium institutions receives. For a $7.9M investment distributed across multiple partners, the community deserves to know how resources are allocated. I request that the interim report include a per-institution breakdown.\nProduct-oriented research. The proposal acknowledges that historically only ~20% of IOR's research output has been implemented in Cardano, and proposes a more product-aligned delivery model. I value that intention, but a concrete commitment is missing. What is the target conversion rate from research to implementation for CV26? Without a measurable goal, the incentive remains to publish papers rather than deliver innovation to production. I request that the interim report include explicit tracking of which outputs are on a path to becoming CIPs or deployable code, and which remain at the theoretical stage.\nCost and efficiency. $",
