    "rationale": "I vote YES.\n\nPlutarch and Ply are core developer tools for Cardano smart contracts. This proposal is not funding a new experiment; it is funding maintenance, compatibility, bug fixes, optimizations, and documentation for tools that existing builders rely on.\n\nAs Cardano evolves through new ledger and Plutus changes, these tools need to stay updated. Supporting them helps reduce migration risk for builders and strengthens the open-source smart contract tooling layer.\n\nFor that reason, I support this proposal.",
