"summary": "Cardano Budget Process Framework (facilitated by Intersect)",
"rationale": "I will be voting yes on this Info Action.\n\nNot because I believe we have already found the perfect formula for coordinating the ecosystem budget, but because this framework allows us to continue experimenting and improving the process iteratively.\n\nThe 2025 cycle was an important first step. It showed that decentralized treasury governance can work, but it also revealed that the process was often chaotic, difficult to compare across proposals, and very demanding for DReps.\n\nThis framework does not claim to be final. What it proposes is something reasonable: a more structured pipeline for submitting, reviewing, and consolidating proposals, while keeping the final funding decisions in on-chain governance.\n\nAs an ecosystem, we are entering a more mature phase. Managing a treasury of this scale responsibly requires clear, comparable, and repeatable processes, even if they continue to evolve over time.",
