"rationale": "Rationale\nThis proposal addresses a real problem with a technically sound approach. Bio-ID — using the fruit's skin texture as identity instead of peelable labels — is a genuine architectural improvement over every predecessor in agricultural traceability. The regulatory pressure is non-discretionary (Circular 11 deadline December 1, 2026), the team has field deployment experience across 46 communes, and the milestone pass/fail criteria are among the most concrete I have seen in any Cardano governance action.\nI abstain because three areas need more clarity before I can vote YES:\nCompensation transparency. Individual compensation is described as \"reasonable, by role and contribution\" with no fixed amounts or ranges. The justification (ADA volatility, multi-role assignments) is understandable, but the proposal should at minimum publish salary bands per role so the community can assess whether spending is proportionate. Without ranges, each milestone's financial report becomes the first time anyone sees where the money went.\nSmart contract audit commitment. M3 relies on reusing Intersect's escrow template and auditing only the customization layer ($5–15K). This is a cost-efficient strategy, but the auditor should be named before the vote, not after. A production deployment handling 180M fruit identities and 24,000 DIDs warrants a committed audit partner, not a plan to find one.\nM2 buffer at 52%. This is framed as an ADA price hedge, but no concrete trigger scenarios are defined — when exactly does the buffer activate, how much converts, and what returns to treasury if unused? A 52% contingency on a single milestone needs explicit drawdown rules.\nThese are refinements, not fundamental objections. The underlying work is valuable for Cardano and I welcome a revised proposal that addresses these points.",
